Gold Coast Light Rail Extension 2027: Planning Bill Approval Changes

The Queensland Planning Reform Bill 2026 alters assessment timeframes for major infrastructure projects in the state legislature. It applies to applications lodged after 1 January 2027 for the Gold Coast light rail extension and the 2032 Olympic venues at Coomera and Robina.

Gold Coast City Council records show more than 180 development applications linked to tourism recovery and short-term accommodation were lodged in the past financial year. The legislation responds to delays in those approvals reported in council planning committee minutes from March 2026.

Impacts on daily travel and employment

Residents in Coomera and Robina stand to see construction work begin on the light rail extension sooner if the shortened assessment periods take effect. Workers employed by local contractors on the Robina venue site would gain access to an additional 12 months of project activity under the projected schedule.

Commuters using the existing light rail between Southport and Broadbeach could face temporary service changes during the extension build. The legislation requires project proponents to submit traffic management plans that address peak-hour disruption on the Gold Coast Highway.

State budget papers released in June 2026 list the light rail extension as a priority project under the infrastructure pipeline. Local advocates note the changes could reduce the average assessment period from 18 months to nine months for qualifying applications.

Next stages for the legislation

The bill is scheduled for committee hearings in Brisbane on 22 July 2026. Submissions from Gold Coast community groups and business associations close on 15 July.

Once passed, the new rules will apply first to applications for the Coomera venue precinct before rolling out to other development zones along the proposed light rail corridor.
