The Gold Coast City Council has adopted amendments to its planning scheme that give priority processing to development applications tied to the light rail extension and the 2032 Olympic venues at Coomera and Robina.
The amendments follow the state government’s confirmation of further funding allocations in the 2025-26 budget papers for the northern Gold Coast light rail stage and venue precinct works. Local government planning staff will now assess qualifying projects under shortened timeframes when applications demonstrate direct links to those transport and venue projects.

Residents who commute between Southport and Coomera will see construction activity increase along the approved light rail alignment once approvals are issued under the new rules. Council records show the extension route passes through established residential areas where traffic management plans will be required as part of each development consent. Workers in the building and civil construction trades are projected to gain additional shifts on these sites, while council rates revenue from the completed venues is expected to support ongoing maintenance of parks and community facilities in the same suburbs.
Short-term rental operators near Robina Stadium will face the same planning controls that apply to permanent housing when they seek to expand or redevelop properties. The scheme changes require any new short-term rental proposals within 400 metres of the light rail stops to include traffic and waste management plans before consent can be granted.
Next steps and implementation timeline
Council officers will begin applying the amended provisions from 1 August 2026. Applications already lodged will continue under the previous rules unless the applicant elects to have them reassessed under the new criteria. Ratepayers can view the updated planning scheme maps and assessment criteria on the council website from mid-July.
Further public consultation on detailed design for the light rail stops is scheduled for September 2026, with submissions accepted through the council’s online portal.
